Intents are not submitted from this site yet. submit_intent and cancel_intent are open to any account, but no solver runs against this chain, so an intent would sit in escrow until its deadline. refund_expired_intent and slash_solver are permissionless keeper calls; solvers register and settle with their own tooling. The UI arrives with the first live solver.
